Implementation Plan

I. Implementation Plan

 

1. Build an investment environment of international attraction and sustainable development: simplify the procedure of application, review and approval of foreign investment, attracting investment from foreign nationals and overseas Chinese, and encourage and assist Taiwanese businessmen to return to Taiwan for investment; promote the policy of "investing Taiwan while deploying globally", so as to help the enterprises disperse investment risks.

2. Build a positive interactive relation between Taiwan and China in economy and trade: strengthen and carry through the policy of active opening and effective management for investment to China; provide economic and trade information, assist the manufacturers to exploit the market of China, and encourage Taiwanese businessmen to return to Taiwan for investment.

 

II. Implementation Goals

1. Simplify the procedure of application, review and approval of foreign investment and provide better services to foreign investors for attracting investment in Taiwan.

2. Promote the positive interactive relation between Taiwan and China in economy and trade: enhance legislation to allow the capitals from China to be invested in Taiwan and take relevant supporting administrative measures.

3. Enforce the policy of the government for investment to China, i.e., "active opening and effective management": strengthen management of the projects of investment in China.

4. Assist the enterprises to carry out global deployment to disperse the risks of overseas investment: solidify the factors inducing Taiwanese manufacturers to make investment to Eastern Europe, Southern Asia and Southeastern Asia.

 

III. Service Items Seperator

1. Attract foreign nationals and overseas Chinese to invest in Taiwan: simplify the administrative flow for overseas investment and improve the administrative efficiency.

2. Modify the "Statute for Investment by Foreign Nationals" and "Statute for Investment by Overseas Chinese".

3. Continuously review and increase the negative list for investment in China in conjunction with the policy of "active opening and effective management".

4. Establish and carry through the mechanism of ex-post management, i.e., examination project by project, for investment in China.

5. Establish standard operation flows and improve the examination efficiency of projects for investment in China.

6. Deal with the cases of illegal investment in China.

7. Simplify the examination flow of applications filed by the people from China to engage in business in Taiwan, and establish an effective and safe management mechanism.

8. Establish standard operation flows, and improve the efficiency of handling the applications for making investment overseas (including Hong Kong and Macao).

9. Study and review laws and regulations governing foreign investment for the purpose of encouraging the enterprises to make global deployment and disperse the risk of foreign investment.

10. Periodically hold conferences for investment from foreign nationals and overseas Chinese, investment across the Taiwan Strait, introducing industries and technologies from China, and enhancing the exchange between Taiwan and China in technology, economy and trade.
